I am a licensed Attorney and Certified Public Accountant in the Philippines. I have been in private practice since I passed the Bar exams in year 2000, which has the lowest passing rate in the Philippine Bar exams history. I aim to promote and work for the financial growth and independence of my countrymen and do it in accordance with our laws in conjunction with international laws.
Since year 2014, I have been practicing in my own law office. 15 years before, I was an associate lawyer, then rose to be a partner at a medium-size law firm where I supervised eight associate lawyers and nine non-legal staff.
I have managed and participated in legal cases before the Supreme Court, Court of Appeals, Court of Tax Appeals, Regional Trial Court, Municipal Trial Court, General Court Martial 2, Securities and Exchange Commission, Ombudsman, Department of Agrarian Reform, Bureau of Immigration, Philippine Statistics Authority, Land Transportation Office, Land Transport and Franchising Regulatory Board, Bureau of Internal Revenue, Bases and Conversion Development Authority, Department of Tourism, Bureau of Customs, and Metro Manila Development Authority.
As a private practitioner, I am versed with establishment of various corporate entities, re-structuring of corporate portfolios, tax diligence, tax planning, and estate planning that are designed to result in tax savings, and works of a corporate secretary. As corporate counsel, I am also versed with practice and procedures on labor law and criminal law. I am an accredited lawyer of the Bureau of Immigration.
I handled tax assessments of a local tile company affiliated with a foreign company assessed for 900M pesos by the B.I.R. and lowered it until our client found it reasonable. Before the C.T. A., I handled tax assessment of a publicly listed company totaling 120M pesos, and I worked to settle it in an amount reasonable to my client. I am versed in the judicial and extra-judicial processes in tax cases.
I am also involved in the formation of a national party-list for public transportation that secured a seat in the House of Representative from year 2006-2013. I was there at its inception, registration, accreditation, and campaign for national elections. I was its Chief of Staff for six years that gave me insider knowledge in the procedures in passing of laws, committee hearings, and the legislative functions and policies of lawmakers. I am also versed and known to transport leaders nationwide.
I am exposed to the public transportation industry. I learned of the policies and procedures in securing a franchise to operate a public utility vehicle ("puv"). I am deeply involved in the planning and introduction of r.f.i.d. on public utility vehicles. On the introduction and operation and termination of compressed natural gas buses. On the introduction and operation and problems of operating electric jeepneys and electric tricycles. I served as technical consultant of the 2014 Independent Oil Price Review Committee 2 chaired then by Dean Benjamin Diokno.
I also served as the executive director of the Public Transportation and Franchising Department of Marikina City under the office of the City Mayor and composed of 10 department heads of the City of Marikina. In one year, I investigated, prosecuted and dismissed 50 tricycle operators who had operated with fake franchises and recommended the filing of criminal charges against three city officials who were involved in the corrupt issuance of fake franchises.
I am also involved in the promotion of alternative fuel, particularly electric public utility vehicles like jeepney, motorcycle and bus.
I handled, among others, for 8 years a comprehensive agrarian reform program case covering the largest sugarcane hacienda in Tarlac, Philippines. This case reached the Supreme Court wherein I am one of the lawyers representing the landowners. Among my task is to communicate and conduct two referendum among 6,500 farmer -beneficiaries, including those aligned with the communist party.
I am comfortable in managing an office and its personnel. I also have experience in preparing and coordinating press conferences, and national conventions, where for two occasions the speaker is the President of the Philippines (President Arroyo and President Aquino). I also have been a speaker on legal and tax topics.
I have been a tourist in several countries, and in the process have been exposed to the cultural and economic differences of our country with more developed countries. I humbly opine it requires efficient, systematic and orderly processing, no red tape, full enforcement of its laws, efficient police and justice system, and less politics, is needed to foster investors, accelerate growth and jobs.
I have been married for 20 years to my wife who is a Pediatrician, and we have two daughters who are currently studying in middle school and high school.
